UPDATE: Yes, it's a whirling dervish, part of the entertainment aboard our Nile boat cruise one evening. (The other entertainment consisted of a belly dancer and a couple of Egyptian crooners.) He was awesome, swirling round and round and never stopping once.
It's really hard to get a good photo of a whirling dervish, but here are a couple more:
